William Edward Bailey was born in Charlottesville, Virginia to William Johnson and Julia Rodwell on August 14, 1956. On September 7, 2022, at his home in Arlington, Virginia, he answered the call of His Heavenly Father to come home and rest. He served Honorably in the US Army from March 30, 1974 to March 31, 1996. His tours of duty included Europe, Hawaii, and the Military District of Columbia. He received his education earning a Master's Degree in Certified Public Accounting and a Master's degree in Health Administration. He worked as a CPA until he retired in December 2020.

He was an active worshiper at St. John's Baptist Church in Norwood VA. He enjoyed fishing with friends, playing Solitaire, watching westerns, listening to Old School R&B music. He never missed watching his favorite football team, the Baltimore Ravens.

William was preceded in death by his brother, Julian Bailey; former wife, Ethel Lee with whom he remained good friends and two stepsons, Kevin and Garrett Harris, whom he cherished.

He leaves to mourn his mother, Julia Rodwell; his sister, Judith Wright; brother, Thomas Rodwell; a host of nieces, nephews, cousins, and beloved friends. He enjoyed spending time with a very special cousin, Dr. Brenda Rivera. They spoke religiously every Sunday at 6am.

He was known for his nicknames, Licky, Lucky and Billy by relatives and his friends and will be remembered most for his engaging personality that would keep everyone smiling and laughing for days.

He is gone from this world and is now residing in the house of the Lord. He will never be forgotten and will be forever missed.

Graveside services with military honors will be held at noon on Friday, September 23, 2022 at Culpeper National Cemetery in Culpeper Virginia.
