Herbert Lee Carter
, a devoted husband, father, grandfather, and friend, was born on May 28, 1955, to Deacon Otis and Dorothy Carter in Louisa County, Virginia. Raised in a close-knit family, he developed a deep sense of community and faith, becoming a member of First Baptist
Church of Louisa.
Herbert graduated from Louisa County Public Schools and went on to dedicate over 30 years of hard work and service to VA Dominion Power, earning the respect and admiration of his colleagues.
Family was Herbert' s greatest joy. He cherished his 32-year marriage to Kathleen Carter, spending time with their children, grandchildren, nieces, and nephews. His passion for classic cars led him to restore vintage vehicles, attend car shows, and enjoy NHRA drag racing events
with Kathleen by his side. A proud Washington Commanders fan, Herbert celebrated every victory and remained loyal through challenging seasons.
Herbert was preceded in death by his parents, Deacon Otis and Dorothy Carter; siblings Otis Mason Jr., Lawrence, Michael, Robin, and Joyce; niece Dee Dee; and nephews, Diallo, Landon, and Jordan.
He leaves behind his beloved wife, Kathleen Carter; son, Donnie Burgess (Carla) of Manakin-Sabot, VA; sister, Deborah Trice of Louisa, VA; sister-in-law, Helen Carter of Maryland; uncle, Walter Collins (Barbara) of Louisa, VA; grandchildren, Dakhari and Leilani; and a host of nieces, nephews, cousins, and friends.
Herbert' s life was a testament to love, loyalty, and perseverance. He touched countless lives and will be deeply missed.
